To: Mr Joao Soares President of the Parliamentary Assembly of the Organization for Security and Co-operation in Europe Mrs Dora Bakoyannis Chairperson –in –Office of the Organization for Security and Co-operation in Europe Participants of session in Vilnius of the Parliamentary Assembly of the Organization for Security and Co-operation in Europe The CHECHEN NATION APPEAL Issued by the Council of Vilnius unit of the SAJUDIS of Lithuania Regarding the genocide in the Chechen Republic of Ichkeria and abolition of the state and statehood Vilnius 25-th of June, 2009 We are welcoming the participants of the session of the OSCE Parliamentary Assembly and wish good working results in the capital of the Republic of Lithuania Vilnius. Chechnya became an INDEPENDENT STATE on the 6-th of September of the year 1991. We draw attention of the participants of the session of the OSCE Parliamentary Assembly towards the genocide, which is being exercised in the Chechen Republic of Ichkeria and ask: 1. To stop military operations, to pull out the Russian army from the Chechen Republic of Ichkeria and to indemnify the caused detriment. To set free the unlawfully detained more than 20 thousand Chechens, who are kept out-of-court and tortured in the prisons of Russia; 2. to restore Independence of the Chechen Republic of Ichkeria; 3. to keep to the PEACE TREATY, signed by the President of the Russian Federation B.Jelcyn and the President of the Chechen Republic of Ichkeria A.Maskhadov on the 12-th of May in the year 1997; 4. to provide the humanitarian aid to Chechen people; 5. We appeal to the leaders of the states of the world not to extradite the Chechens, existing in their states, to Russia. Since the beginning of the war Russia has assassinated about 250 thousand Chechen citizens. The state has incurred the detriment, amounting to approximately 300 billion US dollars. On the 12-th of May of the year 1997 the President of the Russian Federation B.Jelcyn and the President of the Chechen Republic of Ichkeria A.Maskhadov signed the PEACE TREATY. However, the Presidents of Russia B.Jelcyn, V.Putin and D.Medvedev did not and do not follow this Treaty. Russia has infringed the first clause of the International Pact about the civil and political rights (the 16-th of December of the year 1966), according to which “All nations have the right for self-determination. Being ruled by these rights, they fix freely their political status and decide freely their economic, social and cultural development.” The Chechen nation is deprived of this fundamental right. The Organization for Security and Co-operation in Europe did not take the determined deeds against the genocide, which has been exercised by Russia in Chechnya within 14 years. The leaders of the Russian Federation and its military forces had made the strongest, most painful and loudest hit upon SECURITY and DEMOCRACY of Europe, upon the HUMAN RIGHTS and LIBERATION FIGHT, when on the 11-th of December of the year 1994 Russia started an aggressive total war against the Chechen nation. The 100-thousands’ Russian army exterminates the Chechen nation, the historical heritage, infrastructure and economics by applying the prohibited military means. The Russian military death squadrons operate in Chechnya. The members of the Vilnius SAJUDIS and the supporters of INDEPENDENCE of Chechnya will be on duty during the OSCE session (from 08:00 a.m. on the 29-th of June – the 1-st of July) at the approaches to the Seym (Parliament) of the Republic of Lithuania and will elucidate the tragedy of the Chechen nation to the participants and guests of the Assembly and will ask to redeem Chechnya.
